CONVENTION RULES (Proposed):

Proposed Standing Rules of the 105th VFW Connecticut Convention

  • Rule 1. The Convention shall be conducted in accordance with the provisions of Section 1001 of the National Veterans of Foreign Wars Manual of Procedure with the provision that the rules may be suspended in the manner provided therein.
  • Rule 2. The Rules of Order governing all meetings shall be outlined in Section 1001 of the National Veterans of Foreign Wars Manual of Procedure.
  • Rule 3. Order of business for the Department Convention shall be outlined in Section 1002 of the Manual of Procedure. 
  • Rule 4. No Comrade, not a duly accredited delegate, shall participate directly or indirectly in a voice vote on any subject before the Convention.
  • Rule 5. Nomination speeches shall be limited to five (5) minutes and seconding speeches to two (2) minutes. 
  • Rule 6. Election of Department Officers shall commence no later than 11:30 a.m. on the last day of the Department Convention. 
  • Rule 7. On a roll call, voting shall be conducted in accordance with Section 521 of the National Veterans of Foreign Wars Bylaws. 
  • Rule 8. Voting shall be by voice vote except when a roll call is demanded by delegates from three (3) or more Posts. 
  • Rule 9. No member shall speak more than twice on the same question, nor longer than ten (10) minutes each time, on a debate before the Convention body. 
  • Rule 10. No delegate shall speak on any question more than two (2) times unless consent is given by two-thirds of the body.
  • Rule 11. The uniform for Convention sessions is VFW Polo & Khakis unless otherwise specified. No shorts.
