Good morning, VFW Leaders
Please find attached an updated version of the National Veterans Service Policy & Procedure approved by the National Veterans Service Advisory Committee during its meeting of February 28, 2026, during the VFW’s Washington Conference.
A summary of the change is as follows:
VFW Powers of Attorney, Item 5, Page 12: Updated to address the proper notification procedure for revising a veteran’s Power of Attorney.
Approved change:
- Once the decision to revoke Power of Attorney is made, the Department Service Officer shall submit notification of this decision in writing to the VA and the client with a copy uploaded to the VFWs claims management system. The notification to the VA may be sent electronically and must request that access to VA systems be terminated immediately and will include a copy of the notification sent to the client. The notification to the client must be sent via First Class Mail and include at a minimum:
- Date of notification
- The client’s name, return address, and last four of SSN
- An explanation that we have tried to assist the client
- A brief summary of the incident or interaction that led to the decision to revoke Power of Attorney
- Assurance that our decision to revoke will not affect the outcome of the claim or the client’s ability to seek other representation.
- The name and signature of the Department Service Officer. If the Department Service Officer is uncomfortable or unavailable to sign the revocation notice, an NVS designee no lower than Associate Director may prepare and sign the document.
Reason for Change
The decision to revoke representation is never taken lightly and once made, the client and VA must be informed of the decision. This change formalizes and standardizes the notification process so that the client is properly informed while allowing NVS to maintain a record of the reasons for revocation.
